Why do they call them 'exploited' immigrants? Surely it's the government of Dubai that's being exploited, the immigrants are the ones getting what they wanted - work.

They call them exploited because the immigrants were talked into moving to Dubai, from for example Turkey, with the promise of higher wages than were available at home.
There is ample evidence that they have not been paid a fraction of what they were promised. Many have simply been left to die, at least according to anecdotal evidence.
That said, it is not such an unusual thing in any country for construction workers to be misled. See e.g. http://www.building.co.uk/story.asp?storycode=3117085-

I didn't read the whole article so definitely marked by a lack of intellectual depth.
And I endeavour to be always artfully persuasive (somewhat hindered by the former).
In fact, I think I might start using that phrase. -
